[Admin Dashboard] Ability to unpublish Topic Categories

This popped up as I have a placeholder Topic Category I haven't appointed any Topics to yet, but I don't want to go through the trouble fo deleting this Topic Category and creating it again

  While we do not have such an automated function yet, you can control the publishing and unpublishing of the Topic Categories whenever appropriate:

  Oops, to clarify:

  - If Topic Category is empty, Topic Category is not visible

  - But, IF a Topic Category has unpublished Topics, it will be visible but be shown as empty.

  So, to hide the Topic Category in the case of the latter.
