[Achievements] Badge Tiers

It would be nice for a single Achievement to have multiple tiers. For example, a "Shutterbug" Achievement with an unlock rule of completing Photo challenges but instead of a single number for unlocking the achievement, the badge on their user profile "levels up" as they complete more and more Photo Challenges.

This could reduce clutter of creating multiple of the same Achievement with the same rule but different numeric requirements and help to create a more "infinite" gameplay loop for the Achievement-hunting players out there. 

On the topic of the unlock rule for Photo Challenges, perhaps we can count any photos submitted as part of Standard - or even Custom Form Challenges - as satisfying the rules for photo submissions as well, or as an additional setting/extension to that specific rule. Just a bonus thought.
