[User Management] White-list of email domains for private projects

Similar to Zendesk, admins can specify certain email address domains that are allowed to access the project. This can limit the risk of public projects that use passcodes to protect the content, while a lot of convenience is provided to private project admins who previously had to add users repeatedly.
