[Admin, Owner] Unhide all owner-only functions

All Owners-only function like "Reset Activity" should be displayed for all Admins, instead of just Owners. The button can be greyed out which will inform the admins they do not have the rights. 

This is so Admins are aware they can inform the Owners to perform specific functions, and this will be very helpful from an education perspective on what they can do if they are owners in future.
