[UX, Templates Manager] Allow to choose blank project template in templates library

This is to allow for admins who change their mind after reviewing the project templates. In fact, I would suggest we can immediately load the template library with blank template as an option instead of asking admins if they want blank or template topic.

  I would like to point out there is also no way to try to use a blank template/create from scratch after going into the Project Template, other than hitting "back".
