[App, Web] Language change to be applied to more places/functions

When Players opted to change language, to have the change applied to more places/functions. 

1) Player settings page - so that Players are able to update their own information in languages they are familiar with

2) Inbox - for navigation purpose

3) System notifications - for Players to receive information in a language they are familiar with
