[Administrator Access Control] Project-specific Owner Role for Enterprise Platforms

Using an Enterprise Platform as reference :) 

The use case is that Superadmins should be Project Owners to retain rights to the Project for housekeeping and other purposes.

But because of this, the Gametize team gets lots of requests to add Administrators since the current Admins can only add Moderators, leading to a lot of requests per day.

Can we have a role in between Superadmin/Project Owner/Project Admin? e.g. Head Admin, Project Lead. The only difference between this Admin and other Admins is the ability to add other Administrators.

So for example...

1) Superadmin assigns only 1 Project Lead per Project (1 Project Lead per Project limit)

2) This way, this Project Lead can self-manage the Administrator Manager, and other Administrators can get in touch with this Project Lead to do the same.
