"Trash bin" feature for deleting content (e.g. Topics / Challenges)

Rather than implementing checks for deleting Topics & Challenges, maybe a trash bin feature where it stays in a trash bin for 30 days (or another period of time e.g. 7 days) similar to when we use email. 

This would help to avoid issues when Admins write in to us about "accidentally deleting a Challenge/Topic" as the Admins get used to these "checks" and may do so mindlessly while managing their content.

  I think we can re-visit this after we have some implementation of organizing content based on publish status on the Admin Dashboard - the implementation of this UI enhancement is still in the works, pending updates to the List View enhancements. 

  I'll come back to update this post by the end of the month!

  Just a quick update as promised:

  We are currently still working on List View Enhancements, so we have not made any progress towards changing the deletion process for content. Will update again after a huddle with the UI/UX Team!
