[Challenge] Allow notification for when completing a Challenge for Players

Currently, there is no way to inform the Players of Admin's actions when Admin completes a Challenge for the Player.

  Bumping this up.

  We can also add an option to inform the admins after certain challenge completion. With this feature, Gametize can be used for event registration purposes and support an event from start to end

  Keith In which I agree, it should be a hygiene feature. Will be adding a JIRA card and putting it on higher priority since it is not a major or complex enhancement.
