[Topic Tools] Add the "Duplicate Topic" function into Topic Tools

Add a "Duplicate this Topic" button under Topic tools overlay (Topic Manager), rather than just being able to duplicate Topics under the Project Manager.

This is useful for if Administrator is already inside the Topic they want to duplicate, they don't have to navigate back to Project Manager to do so (i.e., stay within the same context).

Also especially useful if the Project has a long list of Topics, Admin doesn't have to navigate back and scroll around the find the same Topic too.
