[Challenge] Notification to inform Players of new content in duplicated Challenges

Context:

Duplicated Challenges are treated as Challenges for edit. Hence, there is no option to allow notification to be sent to Players. 

Suggestion:

To treat duplicated Challenges as 'new' Challenges, and allow the option for push notification to Players in the Project.
