[Admin Dashboard] Enable to toggle privileges for Admins

This discussion came up about how Moderators can't award bonus points (which by right they shouldn't be able to), but perhaps would be good to have an in-between role where they can't edit the content of the game itself but can also award bonus points.

Suggested to either have another Admin role (Game Master?) or to toggle rights via a checklist.
