[Admin Dashboard] Constant need to scroll up and down the topic manager

Implement a feature to reduce the need for admins to scroll up and down the topic manager when creating/editing challenges/flashcards.

Suggestion: Make certain actions like reorder, create challenges, create flashcards stick to the side of the screen/browser rather than needing to scroll up to the top

Also: Stop the browser to 'reload' and show the top challenges everytime as admins need to scroll back down every single time a challenge is saved or published.

  firly, we've introduced an auto-scroll behavior to the content's position in the Topic Manager after managing a Flashcard or Challenge. Let us know if that works well for you!
