Checkbox to move up before setting questions and answers.

Feedback from platform training on 27th Nov 2017 at IAL.

Check boxes should be move up all the way so that they will be able to select settings before they create questions and answers. 

Feedback was such that if it was at the bottom of the challenge, they will not be aware only till they are about to save challenges.
